Our right that we have in the United States our not always absolute. What this means is that our freedom of that right but other laws interfere with it sometimes. So you are qualified for that right but you get in trouble because other laws interfere with that right. Like if you were picketing a office it started out in an orderly manner but then it gets out of hand and someone from the office got hurt from the picketing you would get in trouble. Your right was qualified but then you broke it when someone got hurt.
